Education and corruption in my experience

Chapter 22 in Handbook on Corruption in Higher Education, 2025, pp 363-371 from Edward Elgar Publishing

Abstract: This chapter is not the result of a single research project. Rather, it is a summary of experiences, and efforts to understand and combat corruption over the 50 years I have been working on issues of education and development. The chapter begins with early experiences in sub-Saharan Africa and the former Soviet Union. It then describes efforts to categorize the different forms of education corruption. Next, it describes efforts to measure how common the problem of education corruption is and whether specific categories tend to be more common in specific regions. Included throughout are discussions I had with various victims of education corruption. The chapter then discusses efforts to find solutions to corruption and the degree to which they prove feasible. Lastly, the chapter presents some final thoughts on the general challenges to public institutions and the responsibility played by the world's universities.
