Addressing systemic forms of corruption affecting educational standards and quality

Abstract: Education plays a critical part in meeting current and future skills needs and contributes to ongoing research and development. If an educational system is tainted with corruption or malpractice, the value and quality of the educational provision can be seriously undermined. This chapter will demonstrate that a range of different forms of corruption can be found in almost every educational sector across the globe. Although corruption affects all areas of education, including oversight, governance, procurement, and admissions, this chapter is concerned with corruption in education and research. Examples are presented of corruption from different parts of the world, which influence or sometimes dictate the culture within educational institutions. The underlying drivers and causes of corruption are explored, together with evidence from recent research. The chapter ends with a discussion about the implications for institutional policies and the potential for research to address what are often very complex and difficult situations.
