Universities as anchor institutions

Chapter 5 in The Governance of Innovation Spaces, 2026, pp 100-123 from Edward Elgar Publishing
Abstract:
This chapter examines the multifaceted roles of research universities in regional innovation systems and local economic development. Beyond a simplistic view of universities as “knowledge factories” that automatically transfer commercializable research to industry, it advances a more nuanced understanding of the diverse mechanisms through which university knowledge contributes to regional economies: generation of codified and tacit knowledge through basic and applied research; production and attraction of highly skilled talent; informal knowledge exchanges through consulting, conferences, and personal networks; university spin-offs and technology licensing; and the convening of local civic networks that build civic capital. The chapter examines the growing strain on the postwar “social contract for science” since the 1980s, as changes in corporate R&D strategies and government policy shifted commercialization expectations onto universities. Due to the proximity effect of knowledge spillovers, geographic co-location remains critical for effective university-industry knowledge transfer, especially for tacit and cutting-edge knowledge. A typology of university engagement – from knowledge factories and relational universities to entrepreneurial and engaged universities UCSD – frames the analysis. Case studies examine the University of California system's diverse contributions across multiple regional clusters in the state, and the University of Waterloo's pivotal role as an “entrepreneurial university” in the Toronto-Waterloo Innovation Corridor through technology transfer, talent development, and civic leadership. The chapter concludes by calling for universities to embed themselves in their local “economic communities”, build regional absorptive capacity, and integrate a strong civic dimension into their regional mission.
