Innovation commons: a new exploration of post-Schumpeter innovation paradigm

Abstract: The prosperity of commercial innovation stimulates consumers’ diversified demands, which in turn poses a greater challenge to commercial innovation. However, there is a distance between the innovator and the user of the producer's innovation, which results in the diversified demands of consumers not being well satisfied by relying solely on producers. The post-Schumpeterian innovation paradigm emphasizes the role of non-producers in the innovation process. As we know, the development of digital technology has made it easier for non-producers to democratize innovation with the nature of commons. As a result, how to govern such innovation and realize the common development of non-producers’ innovation and producers’ innovation needs more research. We first summarize the evolution process from the Schumpeterian innovation paradigm to the neo-Schumpeterian paradigm, and finally to the post-Schumpeterian paradigm. We find that the Schumpeterian innovation paradigm focuses on the important role of enterprises or entrepreneurs in promoting innovation. The neo-Schumpeterian paradigm focuses on the role of government in promoting innovation through industry or science and technology policies, complementing the neglect of the role of public supply in the Schumpeterian paradigm. The post-Schumpeterian innovation paradigm focuses on the important role of non-producers and emphasizes the important role of social forces in promoting innovation. Then, we introduce the organizational form of innovation commons in view of the characteristics of post-Schumpeterian innovation, such as the dispersion of innovators, the public property rights, and the uncertainty of value.
