Basic concepts for transition mapping: governance and its actors

Abstract:
In this chapter we introduce the concepts of governance and its actors. We explain how governance is understood in Evolutionary Governance Theory. Governance is presented as a phenomenon that has existed as long as human beings have, although the concept is sometimes obscured by political theories simplifying collective decision-making and perspectives mixing up wish and reality. From this perspective we explain that actors are not pre-given entities, that they come in different forms, and are likely to change in governance. With these basic notions the chapter lays the foundation for the following chapters and the concepts and ideas presented there.
