Abstract:
Monitoring institutions stand between the elite and its desire to capture society's wealth. The elite must deal with the monitoring mechanisms under two regimes – the ones that maintain the façade of democracy and the ones that dispense with the requirements of the constitution. It uses a variety of tools and techniques to reduce the effectiveness of these institutions. The tools used by the elite include compromising the independence of these institutions, controlling the media, interfering with the constitution and the elections to change the citizens’ rights, and manipulating the electoral process. The regimes that dispense with the constitution do not hesitate to use violence to suppress the rights of their citizens.
