Making justice explicit in decision-making for transformative ocean governance

Abstract: This chapter focuses on making justice explicit in decision-making for transformative ocean governance. It situates the 30 x 30 agenda within an Earth system justice framing and uses the MaPTA decision tool to provide practical examples of what kinds of questions about trade-offs and co-benefits, winners and losers, inter- and intragenerational, and inter-species justice should be asked before conservation interventions are implemented. We show that there are often irreconcilable justice trade-offs in conservation planning, and so compromises will need to be reached. How just these compromises are requires a holistic understanding of the situation and therefore a need for the right questions to be asked. We argue that for more equitable and just ocean governance, there is a need for transparency that enables an open discussion of the value systems and philosophies underlying decision-making. We conclude that having open conversations about why a decision is acceptable rather than perfect, based on a broad understanding of justice, should be at the heart of ocean governance.
