Abstract:
While Article 21 CSDDD requires the Commission to establish a Single Helpdesk to provide information, guidance, and support regarding the due diligence obligations of the Directive, the design of this helpdesk remains mostly unclear. Helpdesks as free-of-charge support services for businesses and business associations assisting with the implementation of human rights and environmental due diligence processes exist and are being developed in different countries and different designs. Their services are based on different standards (UNGP, OECD Guidelines, National Action Plans, ILO labour standards, or mandatory due diligence legislation) provided by just one person or bigger teams and might be funded either by the public sector or also by the private sector. The CSDDD recognises the relevance of helpdesks in the success of the CSDDD, tries not to undermine other (national) helpdesk projects, and aims for coherence.
