Tourism, urban policies and commercial gentrification: an outlook from Lisbon

Abstract:
The increase in global tourism has brought about changes in the most popular tourist destinations. Some of these changes are framed within residential and commercial gentrification processes. This chapter aims to analyse the transformation of Lisbon's commercial landscape. Using Gotham's seminal study as a conceptual framework, we argue that in the face of rising tourist numbers, the commercial landscape of tourist cities becomes homogenised, partly due to the role of local investors and permissive commercial public policies. Through analysis of local legislative frameworks and three distinct commercial spaces in Lisbon – the main high street, a traditional retail market and a commercial hub in the city centre – we conclude that (1) homogenisation occurs through the spread of catering activities, (2) local investors play a key role in changing the commercial landscape and (3) tourismification results from balancing the commercial supply tailored for tourism and the tourists’ demand.
