The mayor, the super-rich and the “reinvention” of Paris: towards a transectoral analysis of Paris gentrification

Abstract:
This chapter takes Paris as a case study for a cross-sectoral interpretation of the gentrification of a major city and global economic hub. It shows that gentrification in Paris goes far beyond the phenomenon of short-stay tourism rental platforms, which have been key factors in the development of cities such as Barcelona. The chapter examines the impact of repurposing former industrial, health, security and administrative sites into residential, commercial and touristic sites designed to attract a gentrifier clientele. Two types of functional redevelopment projects are analysed: (i) Direct transactions between the Paris municipality and the “super-rich” (ii) Projects from the Réinventer Paris (Reinventing Paris) call for tenders first launched since 2014. Through a systemic analysis of four recent projects in inner Paris (functional characteristics, actors, political, institutional and/or private backing), this chapter shows that Paris gentrification is hybrid, as the city is exposed to complex financial, economic and real estate pressures, of which tourism pressures are just one aspect.
