Gentrification and deconcentration of tourist flows in European cities: paradoxes of counterproductive solutions

Agnieszka Niezgoda and Michał Żemła

Chapter 6 in Handbook on Tourism Gentrification, 2025, pp 88-101 from Edward Elgar Publishing

Abstract: In cities with large tourist flows, the related processes of gentrification or touristification and overtourism occur. A deconcentration strategy is often indicated as a potential solution to both phenomena, responding to residents’ negative attitudes towards excessive tourist inflows. The chapter provides an overview of actions taken to deconcentrate tourist flows in different European cities, taking into account their residents’ reactions. The authors have compiled examples of European cities considered “Cities with Dispersed Tourism” (CDT) and “Cities with Concentrated Tourism” (CCT). Results show that in those cities where tourism bubbles exist in old town districts, residents tend to care more about protecting their everyday environment than preventing further touristification of the old town. In such a situation, a deconcentration strategy may cause more discontent among residents. The opposite is found in big metropolises with dispersed tourism hotspots.
