Labour market policy in comparative political economy research

Georg Picot

Chapter 14 in Handbook of Comparative Political Economy, 2025, pp 252-266 from Edward Elgar Publishing

Abstract: This chapter provides a comprehensive overview of research on Labour Market Policy (LMP) in the context of Comparative Political Economy (CPE), focusing on advanced democratic capitalist countries. The chapter defines LMP as government interventions in the functioning of labour markets aimed at achieving politically determined objectives. It traces the historical evolution of LMPs from the late 19th century to the contemporary era, highlighting significant shifts driven by economic and political changes. Further, the chapter examines the role of LMP within major CPE theories (Power Resource Theory, Varieties of Capitalism, and the Growth Models Approach), identifies key policies from the perspective of each theory and empirical challenges. The chapter finds that the importance of LMP in CPE has declined, although its relevance in political practice has increased.
