Chapter 1 in Is China Right?, 2026, pp 1-12 from Edward Elgar Publishing

Abstract: The Chinese government accuses the United States (US) and the West of abusing its hegemonic power, bringing harm to the international community. It refers to five forms of hegemony: political, imposed through a world order created to reflect Western values; military, characterised by resorting to war rather than diplomacy; economic, imposed by currency manipulation and control of intergovernmental financial organisations; technological, achieved through monopoly power and exclusion; and cultural, propagated by soft power and dissemination of misinformation. In its place, China advocates collaboration based on openness, equality, and respect ‘to act for the common well-being of humanity’. Analysis in subsequent chapters subjects Chinese claims of abusive hegemony to critical review and seeks evidence of welfare disbenefits arising from Western hegemony. Hegemony is defined as a geopolitical system comprising a leading nation in a dominant but symbiotic relationship with subordinate states that offer allegiance in return for political and other benefits.
