Chapter 14 in Is China Right?, 2026, pp 191-196 from Edward Elgar Publishing

Abstract: The Chinese government contends that the West has exploited its hegemony. Noting that a successful hegemonic system will primarily benefit the hegemon and its subalterns, evidence of Western hegemony is reviewed focusing on the welfare implications. The optimism of liberal institutionalists concerning the benefits of hegemony must confront evidence that falling poverty is accompanied by increased inequality, that health in the global South lags generations behind that in the North, and that the prevalence of conflict, concentrated in the developing world, represents a failure of global governance. Western hegemony and its effects are aided by intergovernmental organisations imbued with US values and controlled by US interests. Pertinent questions remain unanswered, such as: how to improve evidence of the welfare implications of hegemony; whether Western hegemony is being destroyed by the indiscriminate use of economic warfare; and if hegemony can be replaced by a new world order prioritising the wellbeing of the world's people and peoples.
