Abstract: The empirical focus of the book is on research projects, funded by the National Institutes of Health (NIH), that are undertaken in small businesses/firms. Thus, this chapter provides a foundation for this small firm emphasis through a historical trace of the public sector's support for small firms, especially small firms that are involved in technology and in the innovation process. The chapter concludes with a chapter by chapter overview of the organization of the book.
