Abstract:
The pejorative term SBIR mills refers to the observation that there are a number of firms with a funding legacy that have not commercialized their funded technology. This observed fact has been explained in economic terms by authors of several studies, yet it has become an issue for some in Congress who seek to impose funding changes to safeguard against this practice. Empirical evidence is presented to show that such behavior does not characterize firms funded through the National Institutes of Health (NIH) SBIR program.
