Chapter 4 in Small Business Innovation in the Public Interest, 2025, pp 37-62 from Edward Elgar Publishing

Abstract: The Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program are described in this chapter along with the legislative history of each. Emphasis is placed on the SBIR program's structure because the data used in later chapters relate to SBIR-funded projects. The Congressional mandate for the collection of these data is also discussed to provide context for future chapters.
