Land-use planning and parking

Abstract: Parking policy has an important role to play in land-use planning for affordable, liveable and sustainable cities. Land-use planning once accommodated the car, but there is now recognition of the many negative impacts of excessive car use and over-provision of car parking. Contemporary land use planning aims to create transit-oriented development (TOD) precincts, where dense, mixed-use development around public transport allows ready access to public transport and services without the need for a car. This is assisted by parking policies that mandate constrained maximum rates in the private domain and proactive demand-responsive management in the public domain, supported by pricing and technology. Parking policy reform is necessary but usually politically difficult, requiring strong leadership and a willingness to engage and raise awareness.
