Mobility poverty

Tobias Kuttler and Massimo Moraglio

A chapter in Elgar Encyclopedia of Transport and Society, 2025, pp 242-243 from Edward Elgar Publishing

Abstract: The entry offers a definition of mobility poverty and outlines its root causes, different forms and adverse social consequences. Described as the limitation to decide over the desired level of personal mobility, mobility poverty evolves in the relationship between intended mobility and the resulting level of actual im/mobility. Since im/mobility can be experienced both as a desire and a burden, mobility poverty needs to be understood in the context of high mobility and accelerating global movement of people, goods and data. Based on such an understanding, the entry also differentiates conceptually between transport poverty, mobility justice and mobility poverty.
