Off-street parking

Abstract:
Cities often require a minimum number of parking spaces for every development through their zoning code. These parking requirements are unscientific and act as incentives for people to drive more. Off-street parking makes walking, biking, and transit harder, in part by pushing buildings and places people want to go farther apart from each other. The added impervious surfaces exacerbate urban heat and flooding effects. For reasons of providing alternatives to driving, improving climate resilience, and making space for housing, many cities are reforming their zoning codes to lessen or eliminate off-street parking requirements.
