Parking pricing

Abstract: If curb parking is underpriced and overcrowded, cruising to find an open space is individually rational but collectively insane. Underpriced curb parking is not one of Adam Smith's cases where individuals pursuing their own interests are led by an invisible hand to produce the greatest good for the greatest number. Market prices for curb parking, however, will give Smith's invisible hand a green thumb. Individually rational parking choices will produce collectively sensible results. The right prices will provide the best parking for the greatest number at the lowest cost.
