Planning philosophy

Axel Kühn

A chapter in Elgar Encyclopedia of Transport and Society, 2025, pp 274-275 from Edward Elgar Publishing

Abstract: Using the term “philosophy” in technical environments is justified. Here it should be understood as a method to describe the approach to technology use, within planning processes, but also regarding a proper balance between dogmatism and pragmatism. Using examples from the tramway world, the entry explains why establishing a proper planning philosophy (or project vision) early in a project is very important and subsequently decisive for the appearance, perception, and impact of any such project.
