Abstract:
Prioritisation is the decision process of rating and ranking a longer list of proposed projects to select a shortlist for further planning and funding consideration. It is necessary given limited financial resources and builds upon a preliminary evaluation of costs, benefits, and impacts of proposed projects. The process is complicated by a wide range of potential criteria and importance weights that may extend from core considerations of transport system efficiency to also encompass environmental, economic development, and social goals. Various scoring approaches may be utilised and tailored to balance and achieve optimisation among transport modes, tiers of facilities, and areas.
