Abstract:
A Public Service Obligation (PSO) is an instrument which is used within the European Union (EU) and other deregulated transport markets to ensure that socially desirable public transport services are provided on routes which are not profitable and which would not be operated in a free market without public subsidy. PSOs are applied to many modes of passenger transport namely air, ferries, rail and road. The concept and characteristics of PSOs are explained, and the modes of operation are discussed with reference to specific examples.
