Public transport and the impact of COVID-19

Takeru Shibayama

A chapter in Elgar Encyclopedia of Transport and Society, 2025, pp 288-289 from Edward Elgar Publishing

Abstract: COVID-19 impacted public transport by a larger magnitude than private motorised transport during “lockdowns”, experiencing 80–90% of demand reduction by April–May 2020 and also afterwards with 10–30% fewer passengers by mid-2022. Public transport became among the most debated settings in terms of whether infection risk was high. Financing was affected not only by direct impacts of reduced fare revenue, but also by indirect impacts of reduced public income from related taxes and levies. The increase in working from home is expected to have a long-term impact on commuter travel demand.
