Public transport concessions and franchising

Abstract:
Until recently, public transport services in industrialised countries were largely provided by public corporations. This changed from the 1980s when proponents of liberal economics, critical of what they saw as public sector inefficiency, sought greater involvement from private firms in the delivery of public services. After the liberalisation of the public transport sector, the dominant mechanism for private participation tended not to be privatisation with a transfer of state assets to the private sector but outsourcing through term concessions. This entry describes the forms of public transport concessions for the bus and rail sectors and offers guidance regarding best practice.
