Abstract: Rail safety, a complex and evolving concept within safety science, involves operational and theoretical dimensions to mitigate risks and enhance system reliability. Traditionally conceptualised as Safety I, it emphasises preventing accidents through strict regulations and design. Safety II shifted focus towards managing systems’ adaptability and resilience amid unexpected disruptions. Recently, Safety III has emerged, concentrating on system design to handle disruptions and maintain operations. This narrative tracks the transition from a blame-focused culture to learning and improvement, formatting the shift towards integrating advanced technologies to mitigate risks and ensure safety and efficiency in rail operations.
