Road user charging acceptance

Neil Thorpe

A chapter in Elgar Encyclopedia of Transport and Society, 2025, pp 338-339 from Edward Elgar Publishing

Abstract: Road user charging can be an effective tool for reducing traffic congestion and improving air quality, but its public acceptance remains a significant challenge to transport policy-makers due to concerns over unfairness, potentially negative economic impacts, invasions of privacy, and ease of use. Understanding the factors that influence acceptance is therefore crucial for the successful implementation and long-term sustainability of such schemes. Evidence from several cities worldwide suggests that carefully designed and implemented schemes can gain support over time. The key lies in addressing fairness concerns, demonstrating clear benefits, transparent communications, and providing viable transport alternatives.
