Rural co-modality

Chia-Chen Wu

A chapter in Elgar Encyclopedia of Transport and Society, 2025, pp 344-345 from Edward Elgar Publishing

Abstract: Rural transport provision is a challenge, and rural co-modality has been used to address this issue for both passenger transport services and freight delivery, in terms of first-last-mile accessibility and service supply shortages. However, barriers such as restrictions in the legal framework for service operators or freight carriers exist. This entry shows how rural co-modality works via rural transport services (e.g., demand-responsive transport services) in Taiwan. The example of Taiwan demonstrates that rural co-modality can not only improve public transport services but also achieve cross-transport cooperation, revenue creation and environmentally sustainable outcomes.
