Abstract:
Approximately one in three people in the EU live in a rural area, areas undergoing dynamic social change, accelerated by the COVID pandemic, as indigenous ‘locals’ mix with urban ‘incomers’, ‘homecomers’ and ‘visitors’ (as tourists or seasonal workers). Each group has a different mindset: expectations for accessibility and mobility. There is the need for a new approach to develop our more diverse rural areas, starting with regional development and a vision for rural inclusion and economic growth. Rural mobility plans are required – blueprints that put the rural area at the centre, with vision-led planning that engages local rural communities.
