Abstract:
Social exclusion refers to a person's capacity to participate in key activities within their society, and many jurisdictions attach high priority to reducing exclusion. Personal transport/mobility circumstances can contribute to someone being socially excluded, which creates costs for both the person and for wider society (external costs). Ensuring that all people have sufficient mobility choices to access opportunities they value is central to reducing exclusion and achieving a just society. In terms of transport policy, exclusion is a key issue for need identification, while quantifying the benefits of reducing exclusion is central to good evaluation.
