Abstract: Urban planning is an activity that strategically allocates land and regulates development to shape towns, cities, or regions, balancing economic, social and environmental needs. It operates at national, regional, and local levels, with planning systems classified as regulatory (zonal) or discretionary. Regulatory systems offer predictability but can be rigid, while discretionary systems allow flexibility but provide less predictability. Evolving from a top-down approach, urban planning now emphasises community participation and inclusivity. It plays a crucial role in addressing societal challenges like net-zero transition, sustainability and inequality, focusing on the interconnectedness of urban systems.
