Fare evasion

Sebastián Raveau

A chapter in Elgar Encyclopedia of Transport and Society, 2025, pp 148-149 from Edward Elgar Publishing

Abstract: Fare evasion in public transport systems is a global issue with significant financial, operational, and social implications. This complex problem reduces revenue, which can lead to service cuts, fare increases, or additional subsidies. Beyond financial impact, fare evasion affects public perceptions of safety and service quality. To effectively address this issue, a comprehensive approach is required that recognises the diverse motivations of fare evaders. Tailored solutions—combining enforcement, improved payment systems, incentives, education, and community engagement—allow authorities to address specific evasion contexts, promoting a fairer, more inclusive public transport environment and enhancing system sustainability and efficiency.
