Abstract:
As in many other cities in the Global South, the introduction of the first BRT service in Maputo is full of challenges. Private vehicles tend to increase as the city densifies, and congestion has become a serious limitation to economic growth and quality of life. The municipalities govern as independent jurisdictions without a metropolitan-scale integration, and law enforcement is ineffective. Public transport suffers from insufficient funding and relies heavily on informal operators. The BRT project implementation has highlighted institutional challenges that must be recognised in project design and implementation, and discusses the pragmatic approach taken for this project.
