Induced demand

Abstract: Land transport infrastructure, service and legislative/regulatory improvements often lead to increased passenger/freight travel, including changes in travel routes, destinations, mode(s) and/or new trips. A generic approach is to treat all such changes (usually increases) as induced (or generated) trips/travel/traffic. Elasticity-based approaches are often used to inform estimates of relevant magnitudes. For measuring user benefits, it is usually not necessary to decompose generated/induced traffic into the various travel change categories noted above. The “rule-of-a-half” includes all, but some understanding of generated/induced travel by category is important for assessing external costs and benefits, including external costs of mobility-related social exclusion.
