Abstract:
The contemporary global environment is marked by deep institutional turbulence as digitalization, geopolitical restructuring, crises, and wars redefine the formal and informal rules that shape organizational behaviour. This Introduction to the Handbook of Technological Forecasting and Roadmapping investigates forecasting and roadmapping within this unsettled institutional context, demonstrating how organizations mobilize foresight, scenario analysis, and anticipatory governance to navigate shifting constraints and emerging opportunities. By insights from institutional theory, contributions of the scholarship, and future-oriented management research, the introduction identifies key institutional trajectories and transition pathways that influence strategic decision-making, innovation processes, and organizational adaptability. It emphasizes cross-regional and cross-sectoral cases to illustrate how organizations interpret institutional discontinuities, construct strategic roadmaps, and reconfigure capabilities in response to contested global interconnections. The chapter further argues that historical episodes of institutional changes, such as those experienced by transition economies, offer critical analogues for understanding present institutional futures. Overall, it establishes the conceptual foundations for using forecasting and roadmapping to analyze and guide organizational action amid profound institutional change.
