Abstract: This chapter presents an analysis of cybersecurity institutions with an emphasis on public governance and regulatory agencies in the European Union and the US. It applies a theoretical framework examining policy, regulation, and organizational structures of public agencies. The analysis focuses on the complex set of actors and objectives of cybersecurity policy and regulation.
