Building the framework for digital governance in Peru

Abstract: The expansion of the digital economy in developing countries has emphasized the critical role of data in shaping public policy. Digitalization and datafication have introduced risks for the private, public, and civil society. In response, governments in middle-income countries are crafting regulatory frameworks designed to establish a digital landscape that aligns with their populations’ needs. As illustrated by the case of Peru, significant challenges remain regarding institutional capacities, infrastructure, and data protection. This chapter delves into the evolution of digital regulation in Peru, which has already implemented a National Policy for Digital Transformation. The Peruvian example offers valuable insights into the importance of independent regulatory bodies and their adequate funding, the promotion of digital literacy, and the necessity of fostering collaboration between the public and private sectors.
