Future landscape for digital regulation in the Caribbean

Abstract:
The chapter first provides an analysis of the evolution of digital regulation frameworks in the Caribbean (excluding Cuba). It provides an overview of the extant regulatory and institutional structures overseeing the digital economy, as well as the policy drivers that led to their development. The chapter thereafter identifies common region-wide weaknesses in regulatory implementation and the associated impact on digital inclusion, necessary to deepen the use of digital systems and services toward regional development. The chapter then provides a review of emerging global challenges with the regulation of digital services and the overarching policy remedies that are being pursued. This review supports identifying the drivers that will soon impact digital regulation in the Caribbean. Finally, the chapter proposes a general approach to filling the gaps between the existing regulatory framework and that demanded by contemporary digital regulation practice, mindful of the need for the population's inclusion in the digital economy.
