Energy transition: Mozambique

Mendy Ugembe

Chapter 16 in Handbook on Energy Transitions in Africa, 2026, pp 269-281 from Edward Elgar Publishing

Abstract: With the adoption of sustainable development goals, the world is assisting in a race to ensure universal access to clean, affordable, reliable energy, decarbonization, and energy transition to address climate changes and resource depletion. In this context, Mozambique is making efforts to implement an ambitious energy transition strategy by 2050; however, ensuring a safe, inclusive, and sustainable energy transition in developing countries such as Mozambique is challenging. This chapter analyzes the current state of energy transition in Mozambique and its challenges. We found that the country is still far from achieving the goal. The energy policies and strategy lack a social perspective and require financial investment above the country's productive capacity, which makes its implementation dependent on external financing. The lack of infrastructure, technologic development and the lack of end user support in incentives and subsidies, acceptance, of the clean energy carriers, technologies and devices for households intensify the social imbalances and undermine the efforts towards the goal of energy transition.
