Energy transition in Uganda: perspectives on contextual and regulatory trends

Cosmos Nike Nwedu

Chapter 9 in Handbook on Energy Transitions in Africa, 2026, pp 147-159 from Edward Elgar Publishing

Abstract: This chapter examines the contextual and regulatory trends shaping Uganda's energy transition. The analysis focuses on extant legal, policy, and institutional frameworks governing the country's energy sector, Energy Transition Plan (ETP), and economic sustainability vision to assess progress and challenges in transitioning to renewable energy, achieving equitable access to clean and affordable energy, and mitigating global climate change. Major findings indicate that Uganda has effectively established a nearly comprehensive renewable energy transition regime, which currently accounts for approximately 95 per cent of its total installed electricity capacity. However, many populations, particularly rural communities and low-income households, continue to face substantial barriers to accessing clean and affordable sustainable energy, relying heavily on traditional solid biomass to meet their energy needs. This chapter offers valuable insights for policymakers, governments, development organisations, and researchers, potentially informing climate and energy sector-related legal and policy reforms that facilitate a just and inclusive energy transition in Uganda.
