Abstract: Joseph Wharton pioneered in reforming the classical college inherited from Britain. His collegiate school of business (CSB) would develop young male aristocrats to lead the United States in becoming a world power equal to, if not exceeding, Britain, Germany and France. Wharton extensively researched new educational institutions such as the scientific school and the technical institute. Based on his findings and on his resolve to promote protectionism, he wrote a detailed strategic plan for his CSB and persuaded the University of Pennsylvania to found it. Wharton's conflation of political and scientific agendas became discredited as academics organised to advance their professional interests, specifically by avoiding partisan politics.
