Abstract:
This chapter examines the role of public management in promoting health-enhancing physical activity and the importance of government action in addressing declining levels of physical activity in the population. We begin by discussing the justification for government intervention in the form of providing public or merit goods, regulating externalities and reducing information asymmetries. We then introduce the impact-oriented approach to physical activity promotion and describe how the Input-Output-Outcome-Impact (I-O-O-I) model can be used to evaluate public health interventions. The Canton of Grisons provides an example of how the model can be applied in practice and highlights the challenges of implementing effective government policies within a context of multiple regional and local stakeholders. Key recommendations include fostering collaboration between different levels of government and private actors, securing long-term funding and prioritizing targeted interventions for vulnerable populations.
