First Nations resource nationalism: Indigenous communities, local control and benefit sharing in the extractive industries

Abstract: Indigenous First Nations differ widely in their attitudes to extractive industry. Some wish to stop mining entirely. Others wish to stop some mining projects and not others. Some will facilitate mining if they can capture an equitable share of its benefits and manage its cultural, social, and environmental impacts. What unites them is a determination to control whether and on what terms extractive activity occurs. Few First Nations enjoy a right to control mineral development under national legal systems. Their response has been to use a variety of strategies to increase the degree of control they can exercise, including collaboration with industry through negotiation of contractual agreements, participation in regulatory mechanisms such as environmental impact assessment, and protest and other forms of direct action. This chapter illustrates the approach of Indigenous Peoples to resource nationalism, drawing on examples from Australia, Canada, Chile, the Philippines, South Africa, and Sweden.
