Resource nationalism in Australia? Mining power and path dependence

Abstract: This chapter examines the policy and regulatory settings for mining in Australia. It argues that despite more recent aims to increase government spending on research and development for critical minerals processing, denying Chinese investment in critical minerals, and proposing to stockpile critical minerals, that these are relatively recent aims that do not fundamentally change the very liberal orientation of Australian mining. It details how there is little in the way of maximizing public revenue in Australian mining, that regulations and ownership favour international investors, and how there are few developmental spillovers. This is seen as a process of path dependence rather than a rethink about how to use mining to benefit Australia.
