The temporal politics of the resource curse and resource nationalism

Aidan Barlow

Chapter 9 in Handbook of Resource Nationalism, 2026, pp 138-152 from Edward Elgar Publishing

Abstract: Time and temporalities are central to the extractives sector. Yet, their importance is often overlooked when discussing the political impacts of resource extraction. Focusing on the commodity cycle and the creation of imagined futures, this chapter will place temporalities rightly into the centre of the study of the politics behind resource nationalism and the resource curse. It argues that the resource curse and resource nationalism have different temporalities which result in different political manifestations around perceptions of time. For the former, the commodity cycle has been used by pro-market forces to explain the theories of resource nationalism and the resource curse. This has inadvertently allowed for a deterministic application of time. For the latter, imagined futures based on resource extraction are based around speculation and anticipation, with the resource curse being applied as a disaster yet to come, and resource nationalism as a tool to promote a brighter resource-led future.
