Conclusions to Clusters and Cluster Policy Models
Arkadiusz Michał Kowalski ()
A chapter in Clusters and Cluster Policy Models, 2025, pp 166-176 from Edward Elgar Publishing
Abstract:
The concluding chapter of this monograph synthesises key findings from theoretical research alongside an in-depth empirical examination of cluster development models and policies across developed and emerging economies. Through comparative case studies, it explores how clusters – whether initiated through top-down government efforts or driven by bottom-up market forces – drive economic competitiveness. This concluding chapter emphasises the influence of each nation's economic structure and institutional framework, shaped by its specific Variety of Capitalism (VoC) model, on cluster development patterns and the nature of cluster policies. It discusses a central contribution of this monograph, the Policy Approach and Cluster Structure (PA-CS) Integrated Model, along with distinct trends observed across selected countries globally, revealing continental patterns in cluster development.
