Airport ownership: a global perspective

Abstract:
Airport ownership has evolved concomitantly with the role of airports in society and the increased importance gained for the economy of nations. From facilities providing essential services under the public sector's control, airports have undergone deep privatisation processes in many countries to tackle inefficiency in managing resources, ineffectiveness in addressing mobility needs and lack of funds. In other countries, it has been decided to preserve the public ownership of airports while setting out innovative mechanisms and arrangements to guarantee quality standards of services and the viability of airport companies. This study examines the evolution of airport ownership worldwide, the relationship between ownership structures and economic regulation and the impact of privatisation on airport performance. It concludes with a focus on the Italian airport industry to understand whether the degree of privatisation impacted the financial and competitive performance of airports and the recovery from the crisis due to the COVID-19 pandemic.
