Advancing air mobility: considering equity in emerging transport systems

Abstract: Advanced air mobility (AAM) is a broad concept focusing on emerging aviation markets and use cases for on-demand aviation in rural, suburban, and urban areas. This chapter provides a brief history and overview of AAM, including potential use cases, key concepts, and recent innovations contributing to interest in on-demand aviation. This chapter is based on research we conducted between 2017 and 2023, including an extensive literature review (150+ publications), interviews with 50+ experts, three advisory group engagements with AAM practitioners and policymakers in the field, a practitioner online survey (105 respondents), four in-person workshops and symposia, and five virtual workshops (n=5) conducted as part of the University of California Institute of Transportation Studies’ Resilient and Innovative Mobility Initiative. This chapter discusses prospective AAM planning and policy challenges and the social equity considerations and applies Shaheen et al.'s (2017) STEPS (spatial, temporal, economic, physiological, and social) equity framework to AAM. The chapter concludes with key takeaways and discusses the importance of stakeholder and community engagement in guiding more equitable outcomes.
