Planning for creativity

Abstract:
Planning that aims to increase the creative potential of an area requires a recognition of the positive role of diverse, mixed-use neighbourhoods in fostering creativity. Unlike urban planning practices that prioritize order, separation of land uses and static conceptions of efficiency, a more dynamic understanding sees urban development as an adaptive, decentralized process. Jane Jacobs's principles of urban diversity focus on the significance of mixed land uses, short blocks, old buildings, and high population densities in promoting social interactions and entrepreneurial discoveries. Qualitative and quantitative studies of German, Italian and Korean cities provide evidence for the positive impacts of Jacobs's principles on human interactivity. Entrepreneurial opportunities multiply under planning regimes that allow for the residents’ use of their local knowledge. Planning that aims at enhancing connectivity and cultivating bottom-up evolution of neighbourhoods generates more entrepreneurial knowledge dissemination than rigid allocation of land uses to prespecified activities.
